The per capita energy consumption in Saudi Arabia is thrice the global average. Owing to this, investment in green building constructions in the country is growing. Out of 1,300 ongoing green projects in the Middle East, more than 70 are based in Saudi Arabia.

The green building market has grown steadily over the past few years. It is further set to grow driven by Vision 2030 objectives, mega projects, supporting events, and various initiatives by the Ministry of Housing.

In January 2021, the country planned to invest US$200 billion to develop a smart city, The Line, a 105-mile-long belt of hyper-connected communities. The Line will be a house for millions of residents and will preserve 95% of the natural environment. The project is a part of NEOM, a megacity that is again a part of the Vision for 2030 and will be built using renewable energy.

Another megaproject, King Salman Energy Park (SPARK), will be a fully integrated city to be developed by Saudi Aramco. To support sustainability, SPARK is leveraging innovative solutions such as green concrete, including modular steel connections, recycled materials, and Glass Fiber Reinforced Polymer (GFRP) in bridge decks.

SPARK's use of sustainable materials is pursuant to Saudi Arabia's Circular Carbon Economy, a concept recognized by G20 countries with the intent to reuse, recycle, reduce, and eliminate carbon emissions. The concept is a part of climate change efforts and the development of climate-friendly energy systems that back sustainable development.

Under Vision 2030, The Quality-of-Life Program 2020, launched in May 2018, targeted providing affordable and high-quality housing with green, and environmental-friendly urban landscaping, indicating the growing green building sector.

In January 2020, the country developed Mostadam, a green building rating system, with support from Alpin, a Ministry of Housing and sustainable cleantech consultancy company. This system was built to advance energy and water sustainability which will improve overall sustainability in the construction industry. The rating is applied to residential and commercial buildings, as well as communities.

The King Abdullah University of Science and Technology (KAUST) in Jeddah was the first LEED-certified project in Saudi Arabia. The Red Sea Development Company (TRSDC) secured LEED for Cities Platinum certification for its The Red Sea Project, January 2021. The certification is a globally recognized urban sustainability rating system and certification program.
